The Doctor’s you need to see are your Primary Care, Endocrinologist and a Urologist

Premature ejaculation is usually psychological and ED can be also.
Usually related to performance anxiety.
You could see a Urologist but a sex therapist would be a better choice.

When in doubt, go to your general physician, if you have one. He/she will, depending on what the suspected problem, transfer you to a specialist, in this case probably an endocrinologist or neurologist. If it is treatable with drugs, then this specialist will prescribe to you some medication. If it is more serious and requires surgery, then they will send you to a specialized surgeon.
